Success in Todd’s First Term

  • Pappy Boyington honored.
  • Appointed the Aquifer Protection District Board.
  • Together with Representative Jim Clark, Todd helped change state law to make Impact Fees viable for county government use.
  • Created positive changes to our Sworn Officer Pay Plan, resulting in retention and hiring much needed deputies. As a result, response times are improving.

Todd’s Continued Vision Includes

  • Bringing Impact Fees to county government which will assist in growth paying for itself.
  • Building a MRF (Materials Recycling Facility) offering environmental benefits and saving taxpayers money.

  • Hiring a County Administrator will bring efficiencies, saving the taxpayers time and money.

These are the laws that uphold the Comprehensive Plan. I'll ensure the money we've set aside for this task is spent creating laws that are enforceable and support our newly adopted Comprehensive Plan.

County-Wide Facilities Plan

The count is at a crucial crossroad. Our jail is over-capacity and many departments are out of space. A plan to meet today's, as well as future needs has been developed.

Impact Fees

We are very close to adopting impact fees that will result in development contributing to the infrastructure needed to support our growth.

Five Questions For Todd

1. Why are you running for office?
Since the beginning of my first term there has been positive forward motion on several key planning issues that will shape our County’s future for years to come; The Comprehensive Plan, The Zoning Ordinance, Impact Fees and the County-Wide Facilities Plan. I want to ensure this motion continues for our County and am seeking a second term.
2. What do you see as the three biggest issues you’ll face?
Actually I see one multi-faceted issue that is crucial; Planning and Services for the County. The certainty of finishing the Comprehensive Plan, Zoning Ordinances, etc. will create accountability and transparency in government. Without addressing this major issue which will balance of opportunities and quality of life in Kootenai County, our future will face more challenges than we currently are experiencing.
3. If elected, what steps will you take to resolve these issues?
I spoke of one major issue with critical components. Transparency and Accountability will be the result of addressing the planning and services issues our county faces. I will continue to insist we plan openly and our work is accessible for review by the public and assure we stay on track. The current missing accountability in our county is the lack of Zoning Ordinances. These are the laws (or Teeth) that uphold the values and opportunities in our comprehensive plan. I will ensure the money we have set aside for this task is spent creating laws that are enforceable and support our newly adopted Comprehensive Plan. The county is at a crucial crossroad and our facilities haven’t upheld mandated obligations. Our jail is over-capacity and many departments are out of space. A plan to meet today's, as well as future needs has been developed. It’s important that citizens understand the needs and consequences of this issue and how their vote affects opportunity and quality of life.
4. What specific skills or experience qualify you for this job?
30 years in customer service industry. Self employed for the last 15. During this time I have had extensive customer service and management training. I have honed my negotiating skills and am very good at bringing people together to solve difficult issues. I served on Post Falls City Council for 3 years and County Commissioner the last 2 years.
5. Why should voters elect you, rather than an opponent?
I am a proven leader with integrity. I have been doing this job for 2 years now and the knowledge I have gained is invaluable. There are many projects that are close to being finalized and changing leadership mid stream will negatively affect the outcome.
